The whole scheme presents an opportunity. . .and if properly carried out, it would contribute more than any one thing to the making of Madison a worthy Capital City for Wisconsin. Surely it would arouse enthusiasm throughout the State and win the financial and civic support of all the people; it would add just the element that is needed to make the new Capitol what it should be--the greatest permanent work of civic art in the State.
