Status as the state capital (or the fear that the capital might move) frequently spurred Madison to civic improvements and municipal reform. After the construction of the new Capitol the 125-foot water tower on East Washington Avenue (seen here on market day in 1890) was criticized because it marred the view of the beautiful new building.
