There was a time when public service wage and salary scales and incidental benefits--fringes as they are now known--lagged behind typical practices in the private sector. That was one of the reasons for the willingness of legislatures to provide tenure for civil servants and one of the consolations of the public employee when he compared his lot with that of his neighbor who served a private employer. During the great depression era in Madison, for example, thousands of civil servants were envied by their neighbors because of their job security. John Wyngaard, 1973
